You’ve seen this before. The geometry is familiar. The Cold War is back — and it’s going weightless.
The next theatre isn’t a desert or a strait. It’s 384,000 kilometres away, at the rim of a permanently shadowed crater near the lunar south pole where water ice sits frozen in the dark. Whoever builds there first doesn’t just win a science experiment. They win the logistics infrastructure for the next century of human activity beyond Earth.
The race is already underway. And unlike the original Cold War, this one has no Berlin Wall to mark the boundary — only a 1967 treaty written before anyone had landed on the Moon, and two competing frameworks racing to fill the gaps.
The Treaty Nobody Updated
The 1967 Outer Space Treaty is the constitution of space. Ratified by over 110 countries, including the US and China, it established three principles that still govern everything: no sovereignty claims over celestial bodies, peaceful use only, and space as the province of all mankind.
It was written when two countries could reach space. Today there are dozens of actors, scores of private companies, and an American rocket that can deliver 100 tonnes to orbit at a fraction of the cost that existed when the treaty was signed. The document is silent on resource extraction. It says nothing about permanent bases. It has no enforcement mechanism beyond diplomacy and the UN Security Council — where both the US and China have a veto.
Into that silence, two competing frameworks are rushing.
Two Blocs, Two Visions
On May 7, Paraguay became the 67th nation to sign the Artemis Accords. The US-led framework, launched in 2020 and built on the OST, now includes most of the Western world and significant portions of the Global South. Its principles: transparency, interoperability, heritage protection, safety zones, and the right to extract and use lunar resources without it counting as national appropriation.
On the other side: China’s International Lunar Research Station, originally co-launched with Russia. Moscow has since faded from the programme, fully occupied in Ukraine. But the ILRS timeline hasn’t shifted. China is on track for a crewed lunar landing by 2030 and a permanent base near the south pole in the 2030s, powered by nuclear energy, built with an operationally integrated coalition of partners who have defined roles and actual timelines.
The split is mostly stark, though not absolute. Thailand and Senegal have signed both. Some Artemis signatories — France, Italy, Sweden — have contributed payloads to Chinese lunar missions. The lines are geopolitical, not perfectly clean. But the direction of travel is clear: two blocs, each building infrastructure and inviting partners into its orbit, each contesting the rules that will govern what comes next.
China’s position is that the Artemis Accords are US-centric, bypass proper UN processes, and risk creating de facto resource claims that the OST was designed to prevent. The US position is that the Accords operationalise the OST for the 21st century in ways that COPUOS, the UN space committee, has proven too slow to do. Both positions are coherent. Neither is obviously wrong. And neither includes a mechanism to resolve the conflict.
The Prize: Water Ice at the South Pole
The geopolitical contest isn’t abstract. It has a specific geography: a handful of permanently shadowed craters near the lunar south pole — Shackleton, de Gerlache, Haworth — where water ice has accumulated over billions of years.
Water ice is the oil of the space economy. Split it and you have hydrogen and oxygen: rocket propellant. Retain it and you have drinking water and breathable air for permanent habitation. The south pole is where the first permanent lunar base will be built — by whoever gets there first and establishes what the Artemis Accords call a “safety zone” around their operations.
A safety zone isn’t a territorial claim. The OST prohibits those. It’s a coordination buffer — an area around active operations where other parties are asked to notify and consult before approaching. In practice, at a crater rim with limited flat terrain and finite ice deposits, a large enough safety zone around the best sites functions as effective control without formally violating the treaty. Critics, including Russia and China, call this “creeping appropriation.” The US calls it reasonable deconfliction.
Both descriptions are accurate. That’s the problem.
The Weightless War Has Rules — Just Not Agreed Ones
The original Cold War had rules. Hotlines. Deconfliction protocols. Mutually assured destruction as a stabilising logic. Crises — Berlin, Cuba — were resolved because both sides understood where the lines were.
The weightless war doesn’t yet have those lines. What it has instead is physics as a partial substitute. Space is genuinely vast. The Moon is a long way away. Operating there is extraordinarily difficult and expensive. These facts create natural deconfliction — for now.
As Starship reduces launch costs toward $100/kg and China’s ILRS timeline holds, that natural deconfliction compresses. Two permanent bases, both near the south pole, with overlapping safety zone claims over the same water ice deposits, is not a theoretical scenario. It’s a 2030s planning assumption.
The conflict, when it comes, probably won’t start with troops. It will start with a satellite going dark in cislunar space. A supply mission rerouted. A safety zone boundary disputed. An incident that each side interprets through its own legal framework — one the other side doesn’t recognise.
This is where the Space Force comes in. Not as a combat force — the OST still bans military installations on the Moon — but as the domain awareness and deterrence layer that every serious military power needs in a contested theatre. The US Space Force provides tracking, conjunction warnings, and situational awareness across cislunar space.
China’s PLA Aerospace Force, established in 2024 after restructuring, does the same from the other side. Both are dual-use: scientific and military simultaneously, which is exactly what the OST’s vague language on “peaceful purposes” was never designed to handle.
Why This Accelerates the Economy
Here’s the counterintuitive part. Geopolitical competition at the lunar frontier is one of the most powerful accelerants the space economy has ever had.
The original Space Race produced GPS, weather satellites, integrated circuits, and the internet. Not because anyone planned those outcomes, but because the logic of competition requires capability, and capability spills over. The same dynamic is playing out now, faster, with private capital alongside government investment and Starship as the cost-reduction engine that changes the economics of everything.
NASA has accelerated its lunar exploration programme. China is launching Chang’e 7 to the south pole in late 2026. The Commercial Lunar Payload Services programme is channelling billions into landers, communications, robotics, and data services. Both blocs are building cislunar infrastructure — relay satellites, navigation systems, communication networks — that will serve commercial purposes long after the geopolitical moment that created them has passed.
The competition is real. The risk is real. And the economic output of that competition — the infrastructure, the cost compression, the capability development — is also real.
What This Means for the Space Economy
The first three issues of The View from Space established the economic logic: $100/kg unlocks the space economy, SpaceX’s vertical integration means one company profits from almost every layer, and Starlink is the proof that the model works.
Issue 04 adds the geopolitical accelerant. Cold wars — weightless or otherwise — are extraordinarily effective at concentrating capital and capability in a direction. The 1960s Space Race produced the Apollo programme in eight years. The current race, with private capital, Starship’s cost structure, and a genuine peer competitor with its own timeline, will move faster.
The water ice at the south pole will be extracted. The cislunar economy will be built. The rules will be written — not in Geneva, but in the facts established by whoever gets there first and stays.
